  算力是支撑数字经济发展的关键基础设施,是智能时代全球性的紧缺战略资源。今年的政府工作报告提出,适度超前建设数字基础设施,加快形成全国一体化算力体系,培育算力产业生态。这是历年政府工作报告中第一次提及“一体化算力体系”。

  近日,国家数据局、工业和信息化部等相关部门相继表态,提出构建联网调度、普惠易用、绿色安全的全国一体化算力体系;围绕国家算力枢纽节点优化骨干网络架构,建设高速算力网络,深化新型信息基础设施对经济社会数字化转型的赋能和支撑作用。

  何为全国一体化算力体系?它为何如此重要?科技日报记者就此采访了相关专家。

  大算力支撑大模型

  当前,我国算力产业呈现蓬勃发展态势。根据中国信息通信研究院发布的数据,我国在用机架数量三年复合增长率约30%,截至2023年底超过810万标准机架,算力总规模达到230EFLOPS(EFLOPS指每秒进行1018次浮点运算),位居全球第二;全国智能算力规模达70EFLOPS,2023年增速超过70%。随着算力需求场景日益丰富,网络入算灵活多样、算间互联高速可靠、算内网络极致高效的局面初步形成。

  中国信息通信研究院院长余晓晖介绍,一方面,作为人工智能(AI)的“发动机”,强劲的算力将更为快速、深入地推进人类社会进入人工智能时代。算力正加速向工业、教育、医疗等各行业各领域渗透,新型工业化建设、未来产业培育等都离不开算力的支撑。根据测算,算力每投入1元,将带动3至4元的GDP(国内生产总值)增长。另一方面,算力的指数性增长为新一轮人工智能突破提供了重要支撑,大算力大数据推动人工智能走向大模型时代。没有大算力,发展大模型就是天方夜谭。

  “然而,标准化普惠化算力服务统一大市场尚未形成,存在算力供给紧张而同时部分算力未能有效利用的矛盾,算力作用未充分释放。”余晓晖分析说,如何在多元化算力供给的状况下统合形成标准化可调度的算力服务,如何将算力并网调度的局域化探索扩展为构建全国统一大市场,需要进一步探索。

  构建统一算力服务市场

  “全国一体化算力体系本质上是一个规模庞大、跨区跨域、要素复杂、应用多样、相互作用、不断演化的复杂巨系统,在实践层面仍然面临许多开放性挑战,需要在推进工作中科学谋划、系统推进、效果导向、攻坚克难、高质高效、持续发展。”国家信息中心信息化和产业发展部主任单志广表示。

  余晓晖建议,发挥全国超大规模市场优势和互联网发展成功经验,以算力先互联、再成网、构建大市场为主线,基于统一标识符实现多样性算力互联感知,通过弹性网络能力和标准化架构接口实现业务和数据流动互通,进而打造形成智能感知、高速弹性、安全绿色、先进普惠的算力互联网,构建全国统一算力服务大市场。

  单志广直言,目前的一体化算力体系建设存在“重建设轻需求、重设施轻应用”的问题。“‘算力网’和物联网一样,如果没有真实的应用场景牵引,就没有对算力设施进行普遍互联的需求。算力网应根据实际应用需求进行分级、分域、分区的有限联通。”单志广说。

  另外,他认为,构建全国一体化算力体系首先要“摸清家底”,统筹衔接,从而实现在全国范围内根据动态业务需求,在云、网、边、端、链之间灵活分配计算、存储和网络等资源。

  加快建设智算中心

  当前,数据中心、超算以及云计算模式正在多个应用赛道上全面发力,但以通用处理器架构为核心的基础算力很难满足人工智能的发展需求,各行业各领域对智能算力的需求日趋强烈。

  智能算力是支撑人工智能应用和产业发展的最优解。在单志广看来,在适度超前建设数字基础设施的过程中,智算中心建设是算力建设的重中之重。

  随着应用需求变化,预计我国基础算力占算力的比重将由2016年的95%下降至2030年的13%左右;而智能算力占算力的比重将由2016年的3%跃升至2030年的85%以上。

  目前智算中心的建设主体主要包括三大电信运营商和部分互联网企业。余晓晖说,伴随算力经济的发展,算力技术和人工智能的融合创新让智能计算中心成为新基建热点。截至2023年3月,国内有超过30个城市正在建设或提出建设智能计算中心。
